What is the Northwest Tennessee Human Resource Agency?
The Northwest Tennessee Human Resource Agency was established by the Tennessee General Assembly in 1973 to be the delivery system for human resource services in the nine counties of the region.
The Elderly Nutrition Program, the Ombudsman Program and the Senior AIDES Program were the initial programs operated by the NWTHRA. The NWTHRA has now expanded its services to offer Public Transportation which includes an Access to Jobs and Families First Program. Other services offered through the NWTHRA are Homemaker Services and R.S.V.P.
Currently, the NWTHRA employs 18 people at the district office and approximately 20 people throughout the nine counties to deliver these services, using a combination of federal, state, and local funding. The agency is governed by a Policy Council composed of the county executives and seven members-at-large, all from Northwest Tennessee area.

The Northwest Tennessee Human Resource Agency is committed to enhancing the quality of life for all residents of the region through existing services and is constantly searching for new programs to meet their ever changing needs through the following values and/or guiding principles:
1. Identify needs and advocate services of the population of the region;
2. Consider the total social economic and environmental well-being of the
community;
3. Encourage independence;
4. Conduct research and development to enhance support and operational
systems;
5. Contribute to growth of the community by helping consumers maintain
dignity;
6. Increase volunteerism through recruitment;
7. Contribute to local economy by employing people; and
8. Enable older persons to achieve gainful employment and personal
development through community service and training.
