
Public Transportation Program/ Access to Jobs/ Families First Program
During FY 2005 the Public Transportation Program continued to offer quality and comprehensive service to the residents of the Northwest Tennessee area. First priority is given to handicapped, elderly, and economically disadvantaged persons with medical needs. However services are available to any individual, regardless of economic status or age. Deviated fixed route and demand-response service fit the need of most individuals requesting rides on our vehicles.
Federal and state funds are matched almost entirely by revenue generated through contract services and general public fares. This revenue has allowed for significant increases in service and capital purchases and also relieves the burden on our local government to supply required matched funds. The Access to Jobs Program is currently in its fifth year of operation, coordinating its services in conjunction with the Public Transportation Program. NWTHRA completed Round V of funding in September, and immediately began using Round VI contract funds. Funding for this program currently requires a 25% match. Currently, there are 70 clients utilizing this grant program for transportation to employment. Round VII funding has not yet been awarded. TDOT has begun the process to secure these funds and will notify the local agencies at the appropriate time.
The Department of Human Services joined forces with the Tennessee Department of Transportation in administering funds for Families First Transportation and Support Services through the Human Resource Agencies across the state. Northwest was awarded 100% Federal grant on July 1, 2004 to assist Families First customers with their transportation needs. Van services continue to be provided in the same manner, with the only change being the funds come directly to HRA on a reimbursement checks to Families First customers who provide their own transportation to the various components of the Families First Program.
